If someone strikes you on the right cheek, they're using the back of their hand (or else their left hand, if they're of that persuasion). This was considered a horrible insult--saying you're below me. To turn to them the left also was to say "You can hit me again if you like, but I am not inferior to you," in a way they would be forced to recognize. It wasn't condemning violence, but really teaching them a more effective way to fight.
